Secret societies civ 6. OoM is probably the best all rounder. The extra policy slot is impactful from the start and the extra envoys, spies and trade routes keep your economy going very nicely. Fantastic if you are playing Portugal or any trade/economy focused civs. Pretty good for most other civs.
